Incumbent Fixed Line Operator Case Study
An incumbent fixed line operator, which offers both wholesale and retail DSL, has to be able to benchmark its ratio of wholesale vs retail subscribers against incumbents in other markets. This information is vital since it has a bearing on the extent to which the regulator will intervene to create a level playing field. It also provides a measure of the effectiveness of its wholesale products in encouraging service level competition. WBIS provides the data necessary for the operator to measure itself against incumbents in markets of an equivalent level of penetration and against the most successful broadband markets globally.

As part of its strategic planning process, a network equipment vendor is attempting to rank operators by size of subscriber base and penetration, to determine likely network investment intentions over the next three to five years. WBIS ranks the 300 operators in the 80 markets which it covers, firstly by size of subscriber base and then by household penetration level in order to see which of the largest 50 operators in the world is still operating in markets which serve less than 20 percent of households.
Further investigation can be undertaken to determine which markets have well developed LLU strategies or a strong competitive environment.
